Confirm which rules apply
Two coverages: the Act, and the guideline.
City of Toronto · Landlord compliance
Ontario's Residential Tenancies Act sets the tenancy rules province-wide. Toronto adds its own layers: RentSafeTO for apartment buildings, multi-tenant house licensing, property standards, and rules for renovating or demolishing rental units. Two things decide most of what follows: whether the Act covers your rental, and separately, whether the rent guideline does.
Each task lists the Ontario guide, the tool that does the arithmetic or branching, the checklist, and any Toronto-only layer. Dashed items are on the build slate.
