key details
Rent cap · Detail
No statewide limit on the amount of a rent increase; 9 V.S.A. ch.137 regulates only notice (60 days).
Deposit cap · Detail
9 V.S.A. § 4461 regulates deposit handling and return but sets no maximum amount.
Rent increase notice · Detail
A rent increase takes effect on the first day of the rental period following not less than 60 days' actual notice to the tenant.
City rules · Detail
No express preemption, but municipal just-cause or rent rules require a charter change approved by the General Assembly. Burlington's (2021 vote) was vetoed in 2022; Montpelier (2024) and Winooski (2025) charter changes are pending; none is in force.
Just cause · Detail
No statewide just cause: a tenancy may be ended without cause on 60 days' notice (90 if tenant there over 2 years) month-to-month, or 30/60 days before a written lease ends. Charter changes (Burlington, Montpelier, Winooski) are not in force.
Return deadline · Detail
Deposit (or balance with itemized statement) due within 14 days from the date the landlord discovers the tenant vacated or abandoned; 60 days for seasonal, non-primary-residence rentals. Missing the deadline forfeits the right to withhold.
Nonpayment notice · Detail
Termination for nonpayment requires actual notice with a termination date at least 14 days after the notice; the tenancy does not end if the tenant pays or tenders all rent due through the end of the rental period before the termination date.

View All GuidesVermont Rental Applications 2025: Landlords Can't Require a Social Security Number
A Vermont landlord who built a rental application around a Social Security number field now has to redesign it. Since July 1, 2025, a landlord can't require an SSN at all, and has to accept a government-issued ID or an Individual Taxpayer Identification Number instead for any background or credit check.

Vermont Landlord Certificate 2026: New Property Data Fields and the January 31 Filing Deadline
A Vermont landlord who filed the same Landlord Certificate year after year, barely glancing at the form before submitting it, needs to look more closely this cycle. Since July 1, 2025, the certificate landlords file every January now asks for owner contact details, unit type and count information, and whether each rental unit is ADA-accessible, on top of what it already required.

Vermont Fair Housing Law 2025: Citizenship and Immigration Status Are Now Protected Categories
A Vermont landlord who once advertised a listing with an unstated preference for applicants who could easily prove lawful status now has a specific new category of fair housing exposure to think about. Since July 1, 2025, citizenship and immigration status sit alongside race, religion, and the state's other long-standing protected categories, covering everything from an outright refusal to rent down to how a listing itself is worded.
