Jurisdiction key details

Rent cap · Detail

No statewide limit on rent or rent increases in R.C. ch. 5321; §5321.19 (HB 430, eff. 9/23/2022) bars political subdivisions from imposing rent control or rent stabilization.

Deposit cap · Detail

No statutory maximum; any deposit exceeding $50 or one month's rent (whichever is greater) must bear 5% annual interest on the excess if the tenant stays 6 months or more.

Rent increase notice · Detail

Chapter 5321 sets no rent-increase notice; for month-to-month tenancies the practical floor is the 30-day termination/non-renewal notice in §5321.17. Fixed-term rent is set by the lease.

City rules · Detail

No political subdivision may enact or enforce any measure regulating rights and obligations under a rental agreement, incl. rent control or stabilization; exceptions for building codes, publicly owned units and voluntary incentives (HB 430, 2022).

Just cause · Detail

Landlord or tenant may terminate or fail to renew a month-to-month tenancy on at least 30 days' notice (7 days week-to-week) without cause; §5321.19 also preempts local just-cause rules.

Return deadline · Detail

Deductions must be itemized in a written notice delivered with the balance within 30 days after termination of the rental agreement and delivery of possession; tenant must give a written forwarding address to claim double damages/fees.

Nonpayment notice · Detail

Before filing a forcible entry and detainer action the landlord must serve a written notice to leave the premises at least 3 days before beginning the action (the 'three-day notice'); no statutory right to cure.
