Minnesota outline map

Jurisdiction key details

Rent cap · Detail

No statewide cap. Local rent control is barred unless approved at a general election (§471.9996); St. Paul's voter-approved rent stabilization ordinance (3%/yr with exemptions) is the only active one.

Deposit cap · Detail

§504B.178 regulates interest and return of deposits but sets no maximum amount.

Rent increase notice · Detail

No statutory number of days. Notice of a rent increase may not be shorter than the notice the lease requires the tenant to give to quit (§504B.147); for tenancies at will the general change-of-terms notice equals the rent interval (§504B.135).

City rules · Detail

Cities/counties may not control rents except by ordinance or charter amendment approved at a general election. St. Paul enacted rent stabilization (2021 vote); Minneapolis voters authorized council action but no ordinance is in force.

Just cause · Detail

A tenancy at will may be ended by either party by written notice at least as long as the rent-payment interval (max 3 months); no ground required. St. Paul's rent ordinance adds local just-cause provisions for covered units.

Return deadline · Detail

Refund with interest, or written statement of reasons for withholding, within 3 weeks after termination of the tenancy and after receipt of tenant's mailing address or delivery instructions; 5 days if tenant leaves due to condemnation.

Nonpayment notice · Detail

Before filing an eviction for nonpayment, landlord must give written notice; tenant has 14 days from delivery/mailing to pay (notice must include assistance/legal-aid info). Longer local pre-filing periods control if adopted. In force since 2024.

Minnesota 2025 Rental Law Update: Pet Fee Disclosures and Other Lease and Notice Changes for Landlords

A Minnesota landlord who updated a lease template for the new service animal fee disclosure and considered the year's compliance work done left three other changes unaddressed. Since January 1, 2025, the same legislative session also tightened when a lease renewal can be demanded, how a late fee gets calculated for subsidized units, and how an eviction hearing notice has to reach a tenant a landlord already texts or emails.

Minnesota Repair Duty Law 2025: Landlord Repair Obligations Now Explicitly Cover Common Areas

A Minnesota landlord who's treated a moldy stairwell or a rodent problem in the basement as a lower priority than an in-unit repair has a statute that now says otherwise. Since January 1, 2025, the same repair covenant that covers a tenant's apartment explicitly covers common areas too, and a separate provision in the same bill changed what a landlord actually owes when a tenant walks away from a lease early.

Minnesota Tenant Right-to-Organize Law 2025: Landlords Must Allow Tenant Meetings and Material Distribution

A Minnesota landlord who's used to walking into a common room during a tenant meeting to see what's being discussed has a new legal line to know about. Since January 1, 2025, that's off-limits unless the tenant association specifically invites management in for a specific issue, and that's just one piece of a broader right-to-organize statute most landlords haven't fully read yet.

Minnesota Tenant Screening Law 2025: ITIN Option and Other New Landlord Duties for Applicants

A Minnesota landlord who read one article about "the new ITIN law" and assumed that covers the state's whole 2025 screening update is missing two-thirds of it. Since January 1, 2025, landlords face two separate application-screening restrictions, and the screening companies they hire face a third, entirely different obligation, all from the same chapter but none of them optional to know just because the other two got the headlines.

St. Paul Rent Control Exemption 2025: Post-2004 Buildings Permanently Exempt From the 3% Cap

A St. Paul landlord who built or converted a property after 2004 and has been treating that exemption from the city's 3% rent cap as temporary can stop tracking an expiration date. As of June 13, 2025, that exemption no longer counts down; it's a fixed cutoff that doesn't age out.

Minnesota 2026 Rental Law Update: Free Backup Payment Method Required When a Rent Portal Is Down

A Minnesota landlord researching "the new payment fallback law" might not realize that same bill also changed who can be named in an eviction filing, how a final utility bill gets calculated, and what counts as grounds for an expedited eviction. Since August 1, 2026, all four of these changes are live at once, tucked into a single chapter that a search for any one of them alone might miss.
