key details
Rent cap · Detail
No statewide cap; state law contemplates local rent-increase limits (reporting duty) and counties such as Montgomery, Prince George's and Takoma Park have adopted them.
Deposit cap · Detail
Max 1 month's rent per unit (since 2024-10-01). Up to 2 months only if tenant qualified for DHS utility assistance, pays utilities to the landlord and agrees in writing.
Rent increase notice · Detail
Written notice at least 90 days before a rent increase for tenancies longer than 1 month; 60 days for weekly-to-monthly terms; 7/21 days for weekly tenancies. Local laws may require more.
City rules · Detail
No preemption; §8-209.1 requires localities adopting rent-increase limits to report to the General Assembly. Active: Montgomery County, Prince George's County, Takoma Park (and other municipalities).
Just cause · Detail
No statewide just-cause requirement; landlord may end a periodic tenancy with the notice in §8-402 (60 days for month-to-month). Some localities (e.g., Takoma Park) impose just-cause rules.
Return deadline · Detail
Return deposit plus interest, less damages, within 45 days after the end of the tenancy; itemized list of damages within 45 days. Different timing after abandonment/eviction.
Nonpayment notice · Detail
Before filing a failure-to-pay-rent complaint the landlord must give written notice of intent to file, giving the tenant 10 days to cure, on the Judiciary's form.

View All GuidesMaryland Late Fee Cap 2025: Late Fees Can't Exceed 5% of the Unpaid Rent
A Maryland landlord who kept charging a 5% late fee the same way after October 1, 2025 could be charging more than the law allows, even without changing the percentage at all. The cap itself is still 5%. What changed is the number that 5% gets calculated against.

Maryland Eviction Notice Law 2025: Landlords Must Give Written Notice 6 Days Before a Scheduled Repossession
A Maryland landlord who gets the 6-day notice period right can still lose an eviction to a technicality if they can't later prove the notice went out properly. This law builds in a specific, three-part evidence structure for exactly that reason, and a landlord who skips one piece of it has no fallback if a tenant or a sheriff challenges whether notice actually happened.
Guide
Maryland Landlord Entry Notice Law 2025: 24 Hours' Written Notice Required Before Entering an Occupied Unit
A Maryland landlord who read early coverage of this entry notice bill may have walked away with the wrong numbers entirely. The version that actually passed shortened the proposed notice period and widened the proposed entry hours from what was originally drafted, and a landlord still operating off that earlier version is following rules that were never enacted.

Maryland Tenants' Bill of Rights 2025: Landlords Must Attach It to Every Residential Lease
A Maryland landlord searching for what happens if they forget to attach the Tenants' Bill of Rights to a lease won't find a fine written into the statute. That absence is real, and it's worth knowing plainly rather than assuming a penalty exists somewhere unstated. It doesn't mean the requirement is low-stakes, since the document itself comes with its own strict rule: attach the current version, unmodified, or don't attach a version at all.

Prince George's County Rent Control Law 2026: How the Permanent Rent Stabilization and Protection Act Works
Prince George's County's rent stabilization law has technically existed since 2024, but for over a year, several of its most important tools, rent banking, a capital-improvement surcharge, a renovation exemption, and a fair-return petition, had no working process behind them. That changed February 1, 2026, when the county's implementing regulations finally took effect.
