key details
Rent cap · Detail
No statewide cap. Rent increases to protected (62+/disabled) tenants in 5+ unit buildings must be 'fair and equitable' (§47a-23c); tenants in towns with fair rent commissions can complain that a rent is harsh and unconscionable (§7-148c).
Deposit cap · Detail
Deposit may not exceed two months' rent; one month's rent if the tenant is 62 or older (excess must be refunded on request when a tenant turns 62).
Rent increase notice · Detail
Written notice at least 45 days before the increase; for a lease with a term of one month or less (e.g. month-to-month) notice equal to one full term. No mid-lease increases. P.A. 24-143 §17, eff. 2024-10-01 for agreements entered/renewed after.
City rules · Detail
No general local rent-control power; towns over 25,000 must (others may) have fair rent commissions that can set a 'fair and equitable' rent on individual complaints of unconscionable rents. P.A. 25-1 lowers threshold to 15,000 by 2028.
Just cause · Detail
Only 'protected tenants' (62+ or disabled, or living with such a family member) in buildings of 5+ units or mobile home parks can be evicted solely on enumerated grounds; for others, lapse of time is a valid ground. 2026 SB 257 expansion failed.
Return deadline · Detail
Refund (with statutory interest) or itemized damage statement plus balance within 21 days after termination or 15 days after receiving the tenant's written forwarding address, whichever is later (P.A. 23-207 cut 30 to 21). Double-deposit penalty.
Nonpayment notice · Detail
Nonpayment is not a ground until rent is 9 days late (4 days for week-to-week; +5 days if landlord's online payment system was down, eff. 2026-01-01); then a notice to quit giving at least 3 full days before summary process may be filed.

View All GuidesConnecticut Fair Housing Law 2025: Sexual Assault and Trafficking Victims Now Protected
A landlord who denied an applicant, or terminated a lease, because of what that person had survived rather than anything about their tenancy, used to fall outside Connecticut's fair housing statute entirely. Since October 1, 2025, that gap is closed. Public Act 25-139 adds "victim of sexual assault" and "victim of trafficking in persons" to the list of protected classes a Connecticut landlord cannot discriminate against.

Connecticut Tenant Rent Ledger Law 2025: Landlords Must Provide a Ledger Copy on Request
A tenant disputing a balance a property manager says they owe used to have to take the number on faith, or piece together their own records from bank statements and old receipts. Since July 1, 2025, Connecticut law gives that tenant a direct route instead: ask the landlord for the ledger itself, and the landlord has to hand it over.

Connecticut Lease Terms Summary 2026: Standardized Form Must Be the First Page of Every New or Renewed Lease
A tenant flipping through a Connecticut lease used to have to hunt across a dozen pages to piece together the rent, the term, and who to call about a broken heater. Public Act 25-44 changes that starting April 1, 2026, requiring a one-page, state-published summary at the very front of every new or renewed written rental agreement, backed by a separate rule already in force since October 2025 that keeps mandatory fees out of the advertised rent number.

Connecticut Algorithmic Rent-Setting Ban: Revenue Management Software Is Now Unlawful Under the Antitrust Act
A pricing tool that pulls in competitors' actual lease terms behind the scenes, then tells a landlord exactly how much to charge or whether to hold a unit vacant, is now off-limits in Connecticut. Section 32 of November 2025 Special Session Public Act 25-1, in force since January 1, 2026, makes using that kind of software an antitrust violation, not just a business practice worth questioning.

Connecticut Rent Portal Outage Grace Period 2026: How the 9-Day Grace Period Applies
A tenant who tries to pay rent through the landlord's online portal on day 8 of a 9-day grace period, only to find the system down, used to be out of options if the portal stayed down past the deadline. Sections 37-39 of November 2025 Special Session Public Act 25-1, signed November 26, 2025, now give that tenant an extra 5 days and bar the landlord from filing an eviction over it.

Connecticut Fair Rent Commission Requirement 2028: Population Threshold Drops From 25,000 to 15,000 A landlord in a mid-sized Connecticut town who's never had to think about a fair rent commission has a new deadline on the horizon. Section 35 of November 2025 Special Session Public Act 25-1 drops the population threshold that triggers mandatory commission coverage from 25,000 to 15,000 residents, and dozens of towns now have until January 1, 2028 to comply. | Guides | Raise the rent | Sep 29, 2026 |
