Jurisdiction key details

Rent cap · Detail

Guideline 1.8% for 2026 (Part 9; Residential Rent Regulation); above-guideline increases need RTB approval. Exempt: units renting $1,670+/month, buildings first occupied after March 2005 (20 yrs), social/co-op/life-lease. 2027: 3%, $2,000 threshold.

Deposit cap · Detail

Security deposit may not exceed half the first month's rent; a separate pet damage deposit (pets permitted on/after 30 June 2010) may not exceed one month's rent; none for service animals.

Rent increase notice · Detail

Written notice in the prescribed form at least three months before the effective date; increases no more than once every 12 months (s.118).

City rules · Detail

Rent regulation is provincial: Part 9 of the Act and the Residential Rent Regulation apply to all rental units in Manitoba (s.115); municipalities have no rent-setting or tenancy-termination powers.

Just cause · Detail

Landlord may end a tenancy only on Act grounds: non-payment (s.95.1), other cause such as breach or disturbance (s.96), caretaker units (s.97), sale or landlord's own use (s.98), demolition/renovation/change of use (s.99), via RTB prescribed notices.

Return deadline · Detail

Refund-or-claim: if no claim, deposit plus interest returned within 14 days after termination of the tenancy; if claiming, written notice of the claim and any unclaimed balance within 28 days. Either party may apply to the director on disputes.

Nonpayment notice · Detail

If rent is unpaid 3 days after due, landlord may serve a prescribed-form notice stating the amount and a move-out date; the Act sets no minimum interval before that date. Tenant avoids termination by paying in full by that date.

Manitoba Rent Control Exemption Threshold 2027: Monthly Rent Cutoff Rises From $1,670 to $2,000

A Brandon landlord renting a unit at $1,800 a month used to sit outside Manitoba's rent-control guideline entirely, since anything above $1,670 was exempt. Starting January 1, 2027, that same unit falls under guideline coverage for the first time, as the province's exemption threshold climbs to $2,000, pulling thousands of previously uncapped units into the regulated system.

Manitoba Rent Increase Guideline 2027: Maximum Increase for Most Regulated Units Rises to 3%

A Winnipeg landlord planning a 2027 rent increase for a regulated unit now has a firm number to work from. Manitoba's 2027 rent increase guideline landed at 3.0%, up from 1.8% the year before, and it applies to most units renting below the province's newly raised $2,000 exemption threshold.

Manitoba Notice-to-Move Periods 2026: How Local Vacancy Rates Set Notice, With Winnipeg Now at 4 Months

A Winnipeg landlord planning to move into their own rental unit, renovate it, demolish it, or convert it to another use has to give tenants a specific notice period tied directly to the city's current vacancy rate, not a fixed number written into the law. For 2026, that period in Winnipeg is 4 months, based on a vacancy rate of 2.8%.

Guide

Manitoba Rent Increase Guideline 2026: Maximum Increase for Most Regulated Units Is 1.8%

A Manitoba landlord calculating a permissible rent increase for 2026 works from a guideline of 1.8%, applying to most regulated units renting below $1,670 a month. That figure, tied to the province's consumer price index, set the ceiling for the year before the exemption threshold and guideline both moved again for 2027.

Manitoba Eviction Law 2025: Landlords Need Only Show a Significant Safety Risk in Trafficking Cases

A Manitoba landlord suspecting a unit is being used for drug trafficking or human trafficking used to face a demanding legal test, proving an immediate risk to other tenants' safety before a short-notice termination would hold up. Since June 3, 2025, that test loosened: trafficking, illegal cannabis sales, and human trafficking now count as significant safety risks automatically, without requiring proof the danger is immediate.

Manitoba Vacate Order Refunds: Landlords Must Refund Prepaid Rent Within 72 Hours Once the Law Takes Effect

A Manitoba landlord whose building gets ordered vacated over health or maintenance-standard violations currently faces no specific statutory duty to refund tenants or cover their displacement costs. A pending amendment changes that, requiring prompt rent refunds, moving-expense compensation, and a multi-year freeze on rent-increase applications, though the change isn't in force yet.
